[UX Review] Some fun-tuning of Permissions table of Authorization

Describe the bug

There is some fine-tuning of the Permissions table as shown below.

  1. If there is no associated policy, the arrow should be disabled, and there is a dash mark to indicate no policy here.
  2. Here is the dashes mark to indicate that there is no description.
