[UX Review] Optimize the initial page of Keys in OIDC client

Describe the bug

I reviewed the Keys page in the OIDC client and found that there are some details that can be optimized as shown in the screenshot below.

A. If the switch of "Use JWKS URL" is OFF, we can add the label in front of the textarea named "Certificate". B. The "Reload" button should be added.
