[UX Review] Some fine-tuning of Groups initial page

Describe the bug

There is some fine-tuning of the Groups initial page as shown in the screenshot below.

  1. The main title "Groups" begins with an uppercase letter.
  2. If there is no existing group, we can hide the Actions part.
