Import tremby's DigitalRain plugin

This imports tremby/LEDEffect-DigitalRain into Kaleidoscope proper, including its full past history.

There are no functional changes, I only touched the source code layout, added appropriate copyright headers crediting @tremby, updated the docs, and made cpplint and make check-format happy.

Fixes tremby/Kaleidoscope-LEDEffect-DigitalRain#12 at long last. I'm truly sorry about letting this linger so incredibly long.

You know, now that I received my Model 100 a few days ago (but didn't set it up yet!) I was thinking of poking you some time soon about this.

I've not tested this merge but I poked through a few of the patches and it looks great to me. If it's working for you, you have my support.

I massively appreciate you persisting the history.
