Allow multiple modifiers for secondary action

I want to have a secondary action for a key that emulates holding down Control and Alt. The software doesn't seem to allow this.

Allow to set multiple modifiers for a key's secondary action.

Describe alternatives you've considered

I'm going to work around this by just making a new layer where all the keys have the modifiers + the key enabled. It's clunky, but it'll work for now.
