add snooze CLI command

This is for https://keybase.atlassian.net/browse/PICNIC-684.

I also want to add a SnoozeOptions struct that contains SnoozeDuration. I want to support being able to snooze indefinitely (for linux); do you think it'd be sufficient to to pass in a really a big number in that case / is this a good idea?
