Phone verification SMS to the Philippines never arrived (+63 9......)

Describe the bug Verification SMS doesn't arrive

To Reproduce Steps to reproduce the behavior:

  1. Go to Setting
  2. Click on Add phone number
  3. Type number
  4. Click continue
  5. See blue box to enter the code
  6. Nothing happens, no SMS arrives

The chain seems to be:

Keybase app -> Keybase server -> SMS provider -> Philippines Telco (e.g. Globe) -> local network -> mobile phone.

Wonder where it broke?
