Fully act as a keyserver

The one truly missing feature that Keybase should have had from much earlier is to fully replace existing public PGP key servers.

It should be possible to search through Keybase any PGP keys available to commonly known public keyserver. MIT, and Ubuntu to name a couple.

Then any PGP keys that Keybase users has should be automatically pushed and sync to public key servers as well.

So they are easily found by non Keybase users for sending encrypted messages.
