Team members can't access team files

Hello, I have a few team members that are signed up for Keybase and have been added to the needed team and subteams. The issue we are running into is those two new people added can see the team and subteam chats but they can not see any of the team shared files. The two new team members both have read permissions. Other members of our team can see the text chats and shared files no problem regardless of permissions, owner, admin, writer, reader. Any ideas on what could be causing this?
