Switch to use "configuration-chain" instead of "config-chain" (package no longer maintained/deprecated/CVE issue)

We should switch to use https://www.npmjs.com/package/configuration-chain (GitHub @ https://github.com/goatandsheep/configuration-chain) as opposed to https://www.npmjs.com/package/config-chain. The old package config-chain is deprecated and archived by the author at https://github.com/dawsbot/config-chain, and also has CVE issue.
