Public Database Export/Dump

I'm working on a script to automate making a dump of the production Mysql database available, so that contributors can dig at the data collected so far.

Till that's finished, here's a one-timer:

A few tables are missing from that export:

• users: b/c obviously
• service_requests: this is stale/dead data and just bloats the results for now. I plan to drop this table
• then there are two massive tables that I'll make available separately:
  • zonings: extract of a ArgGIS layer, monthly. Big and not suitable for daily backup bloat
  • parcels: extract of a ArgGIS layer, monthly. Big and not suitable for daily backup bloat
