Ability to publish deployed changes to specific publishing target.

Just pushed a new branch, this is the revised service layer based around NancyFx. The branch provides support for smart, incremental and republish operations from master to web databases. Currently limited to the en language.

It would be nice to have the smart publish method to return the list of items published along with the publish date , this would be very helpful while using Sitecore Ship smart publish as a post deployment step in out CI environment
