Component creation / editing should be server driven

When creating a component, we should move most of the config to be server driven. Primarily, the container sizes, descriptions, max containers.

We should be upfront about the monthly cost, so we should estimate the monthly cost in the creation.

We should also add a toggle for shared resources or dedicated resources.
