Fix Issue: #547 / #566: Add decimal point settings to Health Bar

Heya 👋🏻

I prepared the change required to show decimal points in the Health bar since I wanted to have it anyway :D It should solve Issues: 547 and 566.

Haven't tested it in Raid environment yet but in the open world it looks quite well.
