Extend confd version check to support vendor migration

Support for migrating .cfg files was added in kernelkit/infix@99117fc9 this did however not take into account orgs. using Infix as a BR2_EXTERNAL, meaning any breaking model changes in vendor trees cannot be migrated the same way.
