Run netopeer2-server as an openssh subsystem

The latest CVEs in libssh, which netopeer2-server use today, was very nasty. Having two different implementations of SSH on the system does not make much sense, so we should look into patching ibnetconf2 to support running as an OpenSSH subsystem instead.

Maybe relevant information, the start of it all, talks about design etc.
