install_deps.sh - ICU download URL not available

It looks like icu-project.org redesigned/reorganised their website(s) and the URL used in install_deps.sh (ICU_URI) is not working anymore. Also, the new download page (http://site.icu-project.org/download) doesn't seem to be listing ICU4C version 62.1. The closest version is 62.2 and the sources and binaries are now in on github: https://github.com/unicode-org/icu/releases/tag/release-62-2 so it appears that the new URL should be replaced with: https://github.com/unicode-org/icu/releases/download/release-62-2/icu4c-62_2-src.tgz
