Track for stabilization of core::error::Error in Rust 1.80/81

Given that https://github.com/rust-lang/rust/issues/103765#issuecomment-2135744596 will likely be stabilized in Rust 1.80.0 (2024 July 25th) or the next version, we will be holding off releasing parse-size v1.1.0 to reduce unnecessary disruption.

This is a tracking issue to remind us of this feature.
