Storage permission request not working on Android 13

As someone has kindly pointed out, the issue is due to the reworked storage permission. For wallpaper access, I think the image storage permission should be used instead.

This is currently blocked by this issue. It is no longer possible to request READ_EXTERNAL_STORAGE on Android 13, but WallpaperManager.fastDrawable still requires that permission or else it will throw.
