Improve LOD pop-in

Here's an idea from N8:

when you replace a lower lod with a higher one the higher one has its vertices designed to approximate the positions of the lower one without any of the extra detial and teh vertices lerp to the more detailed positions as you move closer so the quick pop-in is replaced by the gradual emergence of detail
