Scrolling issues

Sometimes chat segment doesn't scroll down all the way when the most recent message has a URL snippet. Same thing can happen on incoming message.

Most scrolling issues are resolved but leaving this up because of one big one:

When more messages are loading on scroll up, the "inertial" scroll still applies after the messages load. even with e.preventDefault() onScroll.
