[FEATURE] KlayersBot should update GIthub Releases

Is your feature request related to a problem? Please describe. I'd like to only subscribe to releases.

Describe the solution you'd like KlayersBot will automatically create releases with a changelog.

Additional context If Klayers is updated weekly, this should be a fairly automated task.
