Having the Xcode command line tools installed without a full Xcode installation is a supported (albeit not well tested) configuration.
I don't see an easy way. I guess if you called `cc_autoconf_impl` yourself and passed `overridden_tools` you could probably override the compiler to return something special in this case, but...
I may or may not end up signing these. I currently don't have a developer account and it feels a _little_ silly to sign up for one just for this....
Well even if I developer signed the build you couldn't be sure that I built it from the commits on master. You may know that it's built by me, but...
FWIW I would obviously sign this if I had an account. I do see the value in it if not for anything but the friction that macOS has for running...
I'm wondering how to scale this as we add more providers. With just open radar we were considering add a checkbox, but we don't want to add too many.
