Add 32 translation from Discord Channel submission

All of this translated article is from the Keep Discord translation channel.

I just parse it all and find which article referring to, based on its similiarity, I use my medium-scrape library to get medium post data as markdown style, and for another URL I do it manually.

I also create 13 new index files for each new language. And I rearrange the news article, so it'll be much easier for the translator to places his own translated article, and to find which article isn't translated yet.
