Switch Electrum server connection in case the current one is malfunctioning

If the Electrum server is auto-selected at the start from the set of Electrum servers included in the client binary and the chosen server starts malfunctioning, the connection should be switched to some other server. This would allow us to avoid problems like in #3612.
