Don't prompt user to open database unnecessarily

KeePassRPC causes KeePass to prompt the user to re-open the database the moment it closes due to inactivity. This is very annoying when watching youtube, for example.

It is my opinion that KeePassRPC should not attempt to open the database just to get logins. If the database is closed this call should fail.
