Add HTTP Add-on controller

This PR introduces a new controller to enable the KEDA OLM Operator to manage KEDA HTTP Add-on installations. The HTTP Add-on allows Kubernetes users to automatically scale their HTTP servers up and down (including to/from zero) based on incoming HTTP traffic.
