Improve handling of special characters and add tests.

For BrainsOnly, parse text as ISO-8859, to allow for accented characters that they use with some regularity.

For Uclick, make sure to also URLDecode the authors and titles, which may contain escaped characters in the same way as the clues.

This also includes a similar version upgrade from pull request #90, and a fix to class resource paths. Let me know if you want me to separate those out into another PR.
