DataPackages visibility got overwritten when a public data package is re-send to other contact privatelly

Steps to reproduce:

• Send a package to the server.
• Receive it on other device and download it.
• Sent the same package downloaded to the second device privatelly to other device.

Tool: "public" got overwritted with private.
