Define default permissions for workspace actions through the `workspaces` virtual workspace
As part of the User Home Workspaces work, and a follow-up of PR #1374, we should think what default permissions for the workspace access through the workspaces virtual workspace.
Probably reading workspaces is fine for everybody.
Issues go stale after 90d of inactivity.
After a furter 30 days, they will turn rotten.
Mark the issue as fresh with /remove-lifecycle stale.
If this issue is safe to close now please do so with /close.
