Skinned Mesh Bone Hierarchy

I'm not sure if this is a limitation of the USD format, or an issue with conversion, but I've noticed that skinned meshes only work if they have a single root bone at the top level of the armature. If there are many bones as direct descendants of the armature, conversion yields unexpected results. I'm authoring in Blender 2.79.
