Does First Boot Script actually run after upgrade reboot?

I am currently utilizing the first boot script to install some localized packages which get cached when the script is run. I have noticed it being hit or miss, where sometimes the packages do not get installed after the upgrade script completes and the Mac reboots. Can anyone confirm when this First Boot Script is actually triggered and how one might log it's actions?
