Motivation

Sometimes we may have various problems. In some cases it depends on your environment. I think that this will increase the probability that the problem will be solved smoothly.

Idea

We can introduce a template at issue creation time by creating .github/ISSUE_TEMPLATE.md in this project. It is possible to specify more than one, but first, I want to try it with only one.
