meraki_webhook_payload_template - Problems with deletion?

@joshuajcoronado - I am having some problems with this module. I keep getting errors saying the template name is already created in the organization. However, the API refers to networks....

Initial unit tests are for meraki_admin. This is not yet complete.

Socket errors sometimes happen when making requests. The situation wasn't handled so I am now catching it. It will retry 5 times before failing. Fixes #250
