This is now fixed in the latest version of WooCommerce. It was due to relative DNS prefetching URLs. Reference: https://github.com/woocommerce/woocommerce-blocks/pull/7211

Adding a note here: It is not likely a server cache issue. Because I noticed that the database column `wc-admin-coupon-page-moved` in table `wp_wc_admin_note_actions` was unactioned.

For me, only occurs if - Debug mode is on - Usage tracking is allowed Workaround: Untick `Enable tracking` under **WooCommerce > Settings > Advanced > WooCommerce.com**
