Link to python packages for NavX

NavX support is now included in RobotPy as of 2016.1.1, in the robotpy-wpilib-utilities package. Documentation can be found on our readthedocs website.

I haven't ported all of the samples over yet, BUT the one I did port over (the rotate to angle sample) works in simulation too, so you can see the robot rotating when you hit the button and such. Very cool demo.

It would be very useful if the support would extend to NavX Micro on USB port.
