Coverage is not produced when `-s` is not included

If you do not include -s coverage is not produced. It appears to work on a new embroider app so not sure how to give a reproducible example.

There has been some discussion discord , see #topic-testing Jan 19 - 21, 2024

While my app is an embroider app, the conversation in discord said they were not.
