coco: Use guest-components binaries from coco cache where possible

In https://github.com/confidential-containers/guest-components/actions/workflows/publish-artifacts.yml the guest-components (or various arches and TEE configs) are published for each commit. Rather than speeding the CI time and cycles building our own, we could use these caches if available
