Add Support for Citation Commands
This PR adds support for insertion of citation commands.
I am planning on working on this over the weekend, but I'd like to make it available for feedback as I do so.
@swflint, are you done working on this now, or should I wait a bit to test it?
You'll need to wait, sadly. I haven't had time the last few days to work on this. Still need to figure out how to collect the available citekeys. That said, I'd appreciate review of what is done if you have time.

No worries, please take your time.
I'm looking to pick back up on this. I have a couple of concerns, however.
reftexsupports collecting bibliography information from not only bibtex files, but from athebibliographyenvironment. Do we want to support both? Or should we prioritize one?- Do we want to consider using categories for citation data, if so, from what (entry type seems reasonable)?
- How do we want to format entry information for completion? What should be pre-annotation? Post-annotation?
@swflint Sorry for the delay -- I'll have to re-familiarize myself with reftex since it's been a while. I'll be writing a fair bit of latex in the next month so I will be in better position to answer these questions then.
In the meantime we can add minimal working support for citations, and work out the details later.
That's the biggest blocker: I just need to get citation data out of reftex and it's good to go.
@swflint Are you still interested in supporting citation entry via consult-reftex?
Yes! I have not had time to work on this in a while, however.

No worries! I was just cleaning up my pending tasks list and saw this. I'll leave the PR open for now.
