Fix Issue with running prepare.py (modified repos/nanoGPT/data/openwebtext/prepare.py)

This pull request fixes the issue with running python prepare.py reported in the Issue with running prepare.py thread.

The fix modified the file 'repos/nanoGPT/data/openwebtext/prepare.py'. The steps of the fix are:

1. Modifying the code responsible for opening the filepath in openwebtext.py to include a try-except statement,
2. Adding an error handling clause to builder.py and
3. Making sure that if an error occurred while generating the dataset, a DatasetGenerationError is raised.
