Fix Issue with running prepare.py (modified repos/nanoGPT/data/openwebtext/prepare.py)

This pull request fixes the issue with running python prepare.py reported in the Issue with running prepare.py thread.
The fix modified the file 'repos/nanoGPT/data/openwebtext/prepare.py'. The steps of the fix are:
- Modifying the code responsible for opening the filepath in
openwebtext.pyto include a try-except statement, - Adding an error handling clause to
builder.pyand - Making sure that if an error occurred while generating the dataset, a
DatasetGenerationErroris raised.
