Finish the handler of the member cluster resources

What type of PR is this? /kind feature

What this PR does / why we need it: I have completed the handler functions for the remaining resources on member cluster. I think these functions are complementary to the code I submitted earlier, so it would better to complete. I can use these handlers in our internal UI dashboard and then wait for the results of the integration with the Kubernetes dashboard.
