Default Units Server Wide

It seems the default units are ml. A new user created or a new login or whatever, it defaults to ml first. I'm finding myself repeatedly having to toggle back to oz even on my user account I've already toggled units to oz with. It just doesn't ALWAYS respect the choice. It respects the units choice within a single login session maybe but not much else.

Can this behavior be changed server wide? Possibly with an ENV Variable on the docker container setup?
