Code to forward/reverse model extinction

Need to provide a model that takes as input one of the dust_extinction model and parameters and outputs the values needed to extinguish(redden) or unextinguish(deredden) a spectrum.

Done with the extinguish function for the Rv dependent models Will require more work for models without Rv, new extinguish command that requires Rv?
