Migrate docs to ReadTheDocs

Would like to migrate docs and hosting to full sphinx + readthedocs style and hosting. As I'm not very experienced with this would welcome any PRs moving in that direction. Once that is done can also change docstrings to be sphinx compatible (#27 ).
