Docker build fails due to broken iPhoneOS SDK download link

The https://sdks.website/dl/iPhoneOS9.3.sdk.tbz2 link used in the Dockerfile does no longer work and the image build fails. Setting IOS_SDK_PATH=https://raw.githubusercontent.com/Sn0wCooder/theos-sdks/master/iPhoneOS9.3.sdk.tbz2 in the Dockerfile seems to fix the issue.
