Ported Julia implementation (up to step4) to Julia 1.3

@ClemensFMN the Travis tests fail. Were you intending for the docker image to be updated as well? Are you planning to finish this update to all steps? It's generally preferable to wait until you consider your code ready to merge before submitting a PR (or at least make it clear that the PR isn't ready yet). Thanks.

Sorry, I overlooked the test suite; was happy that "some" stuff worked. So, the PR is not ready. Will (try to) update my commit in the future...
