Popover message Moves after Activating

I am trying to identify the cause of an issue I see on a certain page. When I activate the driver tour, the popover appears in the correct position but then animates to a small dot on the top left of the screen. Notice that the highlighted box appears briefly in the correct place on the first element but then moves to the top left corner.

I have a chart JS drawn on this page, but I commented that out and still had the same effect.
