No touch scroll in Safari / iOS

I've implemented the angular-vs-repeat on a small ionic application. It works fine on Android but fails on iOS (visually it works fine, renders the correct number of cells etc. but scroll is disabled).

This seems to behave the same way on Sarai (responsive design mode) vs Chrome (device tool bar) where you can left click + drag on chrome but not on Safari

Has anyone encountered this? I've not seen any other open bugs on the subject and the css seems sane.
