Lost Broadcast Traffic with `per_sta_vif`

We built a setup which isolates all clients via the option per_sta_vif in hostapd. With this driver, broadcast traffic from the distribution system to the stations gets dropped by the driver. We couldn't figure out the exact reason, but the same config works with other hardware.
