Add "Languages" Array

Some projects may require participants to speak non-english language. Or at least understand it well enough.

Any ideas how to handle proficiency levels? My personal suggestions is to use three levels: 3 (native / full professional fluency), 2 (acceptable fluency -- enough to read documentation and understand most of spoken conversation. Probably not good enough to actively participate however), 1 (rudimentary knowledge).

I think for now let's just only list languages if you're fluent in them. We want this to be a high quality list. If there's someone who isn't fluent in the language of the project, there are gonna be hiccups.
